Sorry, but I have a few problem with this:
1. Why need to preheat oven, if you make it in a pan?
2. You peel those potatoes to the cutting board. Not hygienic. The peel is usually dirty.
3. The butter. Every fat can cause heart attack, what is on room temperature not liquid. The butter is no.1 causer.
4. What is the picture 13?

If I can answer: I understand that the oven needs to be preheated because it then adds to the oven, along with butter and rosemary. As for hygiene, peeled potatoes can be washed 😉
